The promoter of the bill is Hon. Jimi Benson and he was quoted as saying:
The bill seeks to give citizens the ability to help one another in emergency situations by rendering emergency care without the worry of being sued. Considering that a good Samaritan in legal terms refers to someone who renders aid in an emergency to an injured person on a voluntary basis, the bill intends to provide legal basis for such selfless assistance.
Though a volunteer comes to the aid of an injured or ill person (stranger) without pecuniary compensation or reward, the person giving the aid owes the stranger a duty of being reasonably careful. We also seek that it serves as a model to be adopted by the states of the Federation and for Other Related Matters
Wikipedia states that the The Good Samaritan Laws offer legal protection to people who give reasonable assistance to those who are, or who they believe to be, injured, ill, in peril, or otherwise incapacitated. The protection is intended to reduce bystanders' hesitation to assist, for fear of being sued or prosecuted for unintentional injury or wrongful death. It could also be implied that failure to call for help for victims/casualties, when you don't know what do, would be a crime. You can also be sued if you chose to render aid to someone if you do not render assistance reasonably. Now we have another police wahala.
One way we can truly overcome our various fears is by learning the act of First Aid and learning and practicing it correctly, this will build confidence in us help when we come across victims/casualties.A trained First Aider is not afraid of rendering assistance to any one in need because they are taught how to access and assess the environment if it is safe enough before they render aid to victims/casualties.
